Impaired But Not Intoxicated? Georgia Driver Impaired by Unknown Substance Receives 2 DUI Charges, Among Others

July 1, 2008 - Culminating in a head-on collision on Claxton Dairy Road in Dublin, GA, a woman driver, obviously impaired, began her travel Monday evening (June 30) with a hit-and-run incident. Around 9:48pm, Sammy Lynn Mullis, 29, crashed into a parked car when backing up in the Brookington Apartments parking lot. Without notifying anyone, Mullis left the scene and proceeded to hit a sign and run over a water meter. Again contacting no one, the impaired driver turned down Brookwood and then took a right into the wrong lane on Claxton Dairy Road. Although he expected Mullis to move into the appropriate lane, Robert Branch slowed his vehicle down when he saw Ms. Mullis’ car approaching him head-on. Branch was injured as the 29-year-old woman remained in his lane and struck his vehicle.

 Both parties were taken to Fairview Park Hospital, from which Mullis was transported to the county jail.

According to reports, Mullis received two separate DUI charges in addition to the hit and run, failure to stop at the stop sign, reckless driving, and driving on the wrong side of the road charges. She was also charged for failing to notify the owner of the apartment complex when striking the sign and water meter. Ironically, the DUI driver may not have had alcohol in her system at the time of accident. A blood test was issued, and investigators are determining whether her impairment was due to drugs, a combination of drugs and alcohol, or some other substance.
