The man who allegedly fled the scene of a fatal Effingham County accident on New Year's Day has finally been located and arrested, according to the Effingham Herald online. Sheriff’s deputies from the county joined the Rincon Police Department in arresting 21-year-old Rincon resident Robert Thomas Kea Jr., passenger from the car driven by Corey Adam Padgett who ran a stop sign and struck another vehicle while fleeing police. The driver of the vehicle that was hit, Irma Grant, died from injuries sustained in the crash two weeks later at Memorial Health University Center in Savannah. Although Padgett was arrested at the time of the accident, Kea fled the scene and had active warrants for parole violation, party to a crime, and obstruction of a law enforcement officer in Rincon, Georgia.
