School Bus Accident in Dublin, GA. Who Is At Fault?

According to Dublin Police Sgt. James Champion, a car pulled into the path of a bus heading south from Kellam Road onto Telfair Street on Friday, November 12, in Dublin, Georgia. The driver of the bus then locked the brakes of the bus, causing it to slide about 40 feet, almost hitting another vehicle. Following the bus was a tractor trailer traveling south that locked its brakes, causing it to slide seventy feet into the rear of a bus. Twenty-nine students on the bus were sent to the hospital, but no one was seriously hurt. The bus driver and all students and teachers were released the same day.

According to Stacye Lee from the Courier Herald Online, the driver of the bus and the driver of the truck were charged with driving too fast for the conditions, although neither were speeding. Who is at fault in causing this accident?

The car pulling out in front of the bus appears to be the cause of this accident, but the car left the scene, and no description was taken of the car. Sometimes its difficult to tell who is at fault in a car, bus or truck accident.
